At the heart of the initiative is a focus on strengthening key institutions. The provincial government has prioritised reforms in core departments, particularly those responsible for law and order, public administration and service delivery. Structural adjustments have been introduced to streamline overlapping functions, reduce duplication and create clearer lines of authority and responsibility. A senior Home Department official says “a major pillar of the governance drive is improved coordination among departments. This integrated model is intended to abolish ‘silos’ and promote a unified administrative response to complex challenges.

Digitisation has emerged as a key reform tool. The government has expanded the use of digital platforms to manage documentation, human resources and internal communication. Electronic office systems and document management solutions have been introduced to improve transparency, track official correspondence and reduce procedural delays. Attendance monitoring through biometric and geo-fenced systems has been adopted in several departments to strengthen discipline and accountability.
