Used carefully, artificial intelligence can strengthen state capacity

rtificial intelligence (AI) has quietly moved from science fiction into daily life. Today, it writes text, recommends movies, detects diseases, manages traffic, predicts weather and helps governments deliver services. Unlike past technologies, AI does not only extend human muscle or speed; it extends decision-making itself. That is why it excites policymakers, businesses, the youth and researchers at the same time. In equal measure, it worries them. The global debate today is not whether the AI will shape the future, but how wisely humanity might use it.
At its core, AI is designed to mimic certain parts of human thinking. It can detect patterns, process large data sets and make predictions faster than any human. However, it does not understand meaning the way humans do. Natural intelligence is shaped by emotion, ethics, culture and lived experience. A human judge weighs context; an AI system weighs data. A doctor senses fear in a patient; an algorithm only reads symptoms. This difference matters, especially when AI is used in sensitive areas like justice, healthcare, policing and welfare.
Some benefits of AI are already visible across the world. In healthcare, AI systems are helping radiologists in the United States and Europe detect cancer earlier by scanning thousands of images within seconds. In the United Kingdom, AI tools are being used to predict patient risks and reduce hospital waiting times. In agriculture, farmers in countries like Brazil and Australia are using AI-driven sensors and satellite data to manage water use, detect crop disease and improve yields. These are not experiments; these are working systems saving money, time and lives.
Governance is another area where AI has shown promise. In Estonia AI-powered systems are helping authorities manage public services, reduce paperwork and detect fraud. In Singapore, AI is being used to manage traffic flows, energy use and public safety, making cities more efficient and cleaner. During the Covid-19 pandemic, South Korea used AI-assisted contact tracing and data analysis to respond faster than many larger economies. These examples show that, used carefully, AI can boost state capacity.
Young people are both the biggest users and the biggest subjects of AI. Students around the world now learn, search, write and code with AI tools at their side. This creates opportunity. A student in Kenya can access the same learning assistance as a student in Germany or Canada. Small startups led by young founders can compete with large firms using AI-based tools that reduce costs. For the youth, AI lowers entry barriers to knowledge, creativity and entrepreneurship.
At the same time, AI also brings serious risks that cannot be ignored. One major concern is job displacement. In manufacturing, logistics and call centres - even professional services, AI is replacing routine tasks. History shows that technology creates new jobs. However, the transition is often painful. Workers displaced by automation may not easily move into new roles without training and support. Countries with weak education systems or limited social protection face higher risks of inequality.
Governance is an area where AI has shown promise. In Estonia AI-powered systems are helping the authorities manage public services, reduce paperwork and detect fraud.
Bias is another critical issue. AI systems learn from data. The data reflects a society’s flaws. Studies in the United States have shown that some AI systems used in hiring or policing reflect racial or gender bias present in historical records. In Europe, regulators have raised concerns about facial recognition systems that perform poorly on certain ethnic groups. These are not mere technical errors; they are governance failures. Without strong rules, AI can quietly reinforce injustice under the cover of ‘neutral’ technology.
There is also the question of accountability. When an AI system denies a loan, selects a welfare beneficiary or flags a person as a security risk, who is responsible? The programmer, the data provider, the institution using it or the machine? Natural intelligence allows moral responsibility; artificial intelligence does not. This gap is why the European Union is insisting on transparency, human oversight and risk-based controls. Other states are watching closely.
Privacy is another global concern. AI systems thrive on data—personal, behavioural and biometric. In China, large-scale data collection has enabled powerful AI-driven surveillance systems. Supporters argue that these tools improve safety and efficiency; critics warn that they erode personal freedom. Liberal democracies face a delicate balance: using AI to improve governance without turning citizens into data points under constant watch.
The comparison between natural intelligence and AI should not be framed as a competition. Humans remain unmatched in creativity, empathy, ethical judgment and moral responsibility. AI, on the other hand, excels at speed, scale and consistency. The most successful international examples show collaboration, not replacement. In Japan, AI assists elderly care workers but does not replace human caregivers. In Finland, AI is used to support teachers, not remove them from classrooms. These models respect human dignity while using technology wisely.
The outcomes of AI adoption depend less on technology and more on choices. Where governments invest in skills, ethics and regulation, AI becomes a public good. Where oversight is weak, it becomes a source of risk and division. For the youth, the challenge is not to fear AI, but to learn how to work with it critically. For states, the task is not to chase innovation blindly, but to guide it responsibly.
