The long-awaited Safe Basant is round the corner. Kite and twice makers, some of them claiming expertise developed over several generations, are preparing their wares, expecting quick sales. Some are already complaining of missed opportunity on account of the short notice they have had. For their part, the police and the district administration, are taking precautions to make the celebration safe.
