SHEC plans initiative to improve academic discipline, governance in public-sector universities

The Sindh Higher Education Commission (SHEC) has decided to launch a comprehensive digitisation initiative aimed at improving attendance monitoring, academic discipline and institutional governance in public-sector universities across the province.

As part of the plan, biometric attendance systems, digital classroom monitoring and centralised data integration mechanisms will be introduced at five major public universities. For the implementation of the project, the SHEC has forwarded a summary to the Sindh government’s Science and Information Technology Department, seeking technical assistance and the provision of the required infrastructure. In the summary, sent by SHEC Chairman Prof Dr S.M. Tariq Rafi, the commission emphasised the need for introducing modern digital systems to enhance transparency, accountability and effective administrative oversight in higher education institutions.

According to the document, the first phase of the project will cover the University of Karachi, the University of Sindh Jamshoro, Shah Abdul Latif University Khairpur, Sindh Agriculture University Tandojam and Quaid-e-Awam University of Engineering, Science and Technology Nawabshah.

Under the proposed framework, biometric attendance systems will be installed for faculty members and students across all academic departments. In addition, all classrooms will be digitally connected with the offices of vice chancellors to facilitate real-time monitoring of teaching activities and verification that faculty members are conducting scheduled classes regularly.

The initiative also envisages the establishment of a secure data integration system for attendance management, academic discipline monitoring, performance evaluation and institutional assessment. The project includes the provision of centralised servers, networking facilities, cybersecurity safeguards and other information technology infrastructure to ensure uninterrupted and secure operations.
