Islamabad:As the Capital Development Authority (CDA) allowed dozens of private housing societies to flourish across the Islamabad Capital Territory (ICT) over the past two decades, uncertainty still remains over whether the civic body intends to hand over possession of residential plots in Sector E-12 in the coming months.
The stalled E-12 project has remained undeveloped since 1989, even though the authority had already collected development funds from allottees. It is alleged that these funds were spent on other projects.
In contrast, the CDA developed Sector D-12 nearly two decades ago. There have been reports circulating in Islamabad that the CDA is preparing to hand over possession of plots in some sub-sectors of E-12 and in most parts of Sector I-12.
However, sources in the CDA said that the authority’s concerned wing has started receiving applications for possession of plots in Sector I-12, where, according to officials, 90 percent of the development work has been completed.
There has been no decision yet regarding the handover of possession of plots in Sector E-12, where the CDA has not been able to acquire complete possession of land in Sub-Sector E-12/4.
Sources said that two proposals are under consideration by the CDA bureaucracy regarding Sector E-12. An official, requesting anonymity, said that CDA officials were discussing whether possession of plots in Sector E-12 should be handed over in phases.
The first proposal is to hand over possession in Sub-Sectors E-12/1 and E-12/2, where development work has already been carried out. The second proposal under consideration is to hand over possession only after the entire sector has been developed.
The source said that although the CDA claims to have completed development work in Sub-Sectors E-12/1 and E-12/2, there is no proper entry gate to the residential sector. Moreover, adequate security arrangements have not been put in place for allottees who wish to start construction of their houses.
Allottees believe that if the authority approves the second proposal, it could take more than a year to complete development of the entire sector. Meanwhile, the residents have raised concerns over the lack of accountability within the CDA, saying that no senior official has been held responsible for failing to effectively pursue important projects such as sector development.
