ISLAMABAD: The Senate Standing Committee on Housing and Works gave approval to ‘The Islamabad Capital Territory Condominium Law (Ownership and Management) Bill, 2026.’
The proposed law aims to provide legal ownership rights to apartment holders and promote the construction of multi-story buildings in the capital in order to conserve land and protect green areas.
The meeting of the Senate Standing Committee on Housing and Works was held with its Chairman Senator Nasir Mehmood in the chair.
The committee was briefed that this is the first legislation of its kind being introduced for the Islamabad Capital Territory.
Senator Bilal Ahmed Khan pointed out several shortcomings in the Bill and termed certain provisions harmful for the construction industry.
Senator Saifullah Abro also expressed concerns over the inadequate preparation of officials, who were unable to address the concerns of members and failed to submit the briefing papers to the committee.
He further recommended that the Bill should include provisions binding builders to ensure proper maintenance of buildings and apartments even after their sale to end users.
Senator Jan Muhammad raised concern whether this Bill will be implemented on the existing high rise buildings or not.
Minister for Law Senator Azam Nazeer Tarar informed the committee that the law would be applicable only within the territorial jurisdiction of the Islamabad Capital Territory. He stated that, on the directions of the prime minister, a committee was constituted to draft legislation aimed at protecting the rights of apartment and shop owners in multi-storey buildings. He further apprised the committee that extensive consultations were held with all stakeholders and that the Bill had already been discussed and passed by the National Assembly.
Tarar also assured that if any amendment in the future will be introduced by the committee members in the Bill that will be appreciated and entertained accordingly. After detailed deliberations, the Senate Standing Committee on Housing and Works unanimously passed the Islamabad Capital Territory Condominium Law (Ownership and Management) Bill, 2026.
