Sindh committed to modernising governance, says CS

A meeting of the Secretaries Committee was held on Saturday at the Sindh Secretariat, where administrative, financial, digital governance and service delivery matters were reviewed.

Chief Secretary Syed Asif Hyder Shah, who chaired the meeting, said transparency, accountability, timely decision-making and improved public service delivery are among the government’s top priorities. He directed all administrative secretaries to take ownership of pending departmental matters, and ensure that decisions are implemented within the stipulated timelines.

Shah ordered fast-tracking the Sindh Job Portal, and updating all vacant positions in the system. He told the services secretary to coordinate with all the secretaries so that departmental vacancies are properly reflected and the recruitment process becomes more transparent, efficient and accessible for eligible candidates.

During the E-Daftar system’s progress review, Shah was told training and software-related work have been completed, while the respective departments would procure the necessary equipment.

He was told that government departments would go live under the E-Daftar system in July. He said the introduction and increased use of digital summaries has already reduced delays in decision-making.

He noted that digital processing saves valuable time, improves institutional coordination and strengthens efficiency within the provincial administration. He directed all departments to fully adopt digital governance tools to ensure faster disposal of official business.

Shah directed all the secretaries to convene regular meetings of the Departmental Accounts Committee (DAC) within a month and settle pending audit paras on a priority basis.

He said the Public Accounts Committee and the DAC’s matters must not be delayed, adding that proactive handling of audit observations is essential for transparency, financial discipline and institutional credibility. He also directed all the departments to upload their comments on the AIMS system.

He instructed the departments to expedite all pending promotion and disciplinary cases. He said that unnecessary delays in promotion matters affect the morale of officers and staff, while delayed disciplinary proceedings weaken administrative discipline. He ordered all such cases to be processed in accordance with the rules and within the prescribed timeline.

Taking notice of employees who have remained absent from duty for long periods, particularly in essential service departments, Shah ordered that cases of chronically absent teachers, doctors and other government employees be dealt with strictly.

He said employees who have remained absent for years cannot be allowed to continue in service at the cost of public interest, especially in the education and health sectors.

He also directed all the departments to submit timely replies in court cases, and ensure proper legal follow-up. He said delays in filing departmental comments or replies in courts create unnecessary legal complications and affect the government’s position in important matters.A
