Nepra fines national grid Rs10m over safety, licence violations

ISLAMABAD: The National Electric Power Regulatory Authority (Nepra) has imposed a Rs10 million fine on the National Grid Company of Pakistan Limited (NGC) for violating multiple provisions of the Nepra Act, Grid Code, Safety Code, and its transmission licence, warning of stricter action for future non-compliance.

In its detailed order, Nepra said NGC, formerly known as the National Transmission and Despatch Company (NTDC), failed to meet regulatory requirements for reliable power transmission, safety, and risk management. The company neglected to establish an independent Health, Safety and Environment (HSE) team and violated several operational codes, including lapses in substation protection, project planning, equipment testing, and maintenance.

The authority directed NGC to pay the fine within one month and submit proof of payment to the registrar’s office, warning that failure to comply will lead to recovery as arrears of land revenue under the Nepra Act.

Beyond the financial penalty, Nepra instructed NGC to fully comply with previous directives, particularly the pending civil works at the Jhimpir-II grid station, and submit completion certificates once the work is finished. The regulator also ordered the company to invite Nepra’s monitoring teams as observers before energizing any future projects, stressing that recurring fines and legal action would follow for non-compliance.
