ISLAMABAD: Justice Mohsin Akhtar Kayani of the Islamabad High Court has observed that he knows how money is minted in government institutions and which of our judges is corrupt. Hearing a petition on Tuesday with regard to non-implementation of a court order for the recruitment of Patwaris (land record officers) on vacant posts in Islamabad, Justice Kayani also took exception to the conduct of the government’s counsel and district administration for not complying with the court directives.
The IHC observed that some officials desired to legalise bribery. A report containing details of alleged corruption and bribery in the Patwari offices was submitted to the court.
Justice Kayani remarked that the report has been submitted and he has examined it. He observed that according to the report, Patwaris have hired personal secretaries who are collecting bribes.
Public Prosecutor Malik Abdul Rehman said the report has been submitted and the government will ensure resolution of the issues highlighted in it.
Justice Kayani remarked that he knows how money is collected in institutions, wondering if the deputy commissioner doesn’t know which person in his institution is corrupt.
He further observed that courts are also part of corruption, and he knows very well which of our judges is corrupt. He said such people would legalise bribery if they could.
The high court also said a directive was issued to determine the price in land transactions but it was not implemented. It inquired the law officer why the chief commissioner and the deputy commissioner are not implementing the order.
It further observed that the deputy commissioner is part of this system and he know what happens all day in offices. The IHC judge said he would call the chief commissioner and the deputy commissioner to the court and teach them the law in two minutes if the court order is not implemented. The court directed that the deputy commissioner and the chief commissioner appear in court on the next date of hearing.
The IHC said it exercised restraint on a request from the government counsel and did not pass any adverse order. It directed the respondents to comply with its order and adjourned the hearing till Monday.
