KP Assembly amends Control of Narcotics Substance Bill

PESHAWAR: The Khyber Pakhtunkhwa Assembly on Monday passed an amendment Bill regarding fines and punishments about various narcotics sale and supply, business and its smuggling in the province.

The Bill, presented by provincial minister for Excise and Taxation and Anti-Narcotics Mian Khaliq Rehman, is called Khyber Pakhtun­khwa Control of Narcotics Substance (Amendment) Bill 2025. The new Bill has divided various narcotics in different categories and also proposed fines and punishment as per its quantity and substance.

Deputy Speaker Suriyya Bibi chaired the session and after brief proceedings the sitting was adjourned till April 07.In clause 09 of the Narcotics Substance Bill, amendments were approved in the fine and punishment about the sale and supply of one kilogram narcotics which were earlier death sentences or life imprisonment.

The amendment Bill proposed 14 years imprisonment for the possession of 10 to 20 kilogram recreational drugs and narcotics while for more than 20 kilogram recreational drugs and narcotics life time imprisonment and upto Rs200,000 has been proposed in the amended clauses of the Bill. The Bill approved four years jail and upto Rs20,000 for possessing less than one kilogram poppy while for more than 15 kilogram poppy a life time imprisonment and upto Rs300,000 fine or both have been suggested.

Similarly, for possessing more than 10 kilogram hashish a maximum imprisonment for life term and a fine of Rs800,000 have been approved while for five kilo­gram hashish oil maxi­mum life term or a fine of Rs400,000 have been proposed. Life imprisonment was suggested if five or more than five kilogram opium recovered from an accused while life term with rigorous imprisonment or death sentence for a person was approved from whom six kilogram heroin are recovered. For possessing five or more than five kilogram of cocaine, the punishment will be life term imprisonment or death sentence.

Life term jail or death sentence has been proposed for those from whom four kilogram psychotropic substances are recovered.The Khyber Pakh­tunkhwa Control of Narcotics Substance Amendment Bill also suggested severe punishment for those who sell, supply or possess narcotics and drugs in the educational institutions of the province.
