CHITRAL: The residents of Torkhow and Terich union councils have appealed to the chief justice of the Peshawar High Court (PHC), seeking implementation of the court orders issued on a writ petition concerning the Torkhow-Booni-Buzund Road Project.
They maintained that despite the availability of Rs500 million released by the provincial government and Rs7 million released by the federal government, the lack of progress on the project was deeply concerning.
The residents requested the PHC chief justice to ensure implementation of the court orders and initiate legal action against those responsible for non-compliance.According to the residents, if work continues at the current pace, the project may take several more years to complete.
The case was initially heard by the PHC, Mingora Bench, in Swat.On 1 July 2025, the court directed the chief secretary Khyber Pakhtunkhwa to investigate irregularities reported in the Torkhow-Booni-Buzund Road Project, take action against those responsible and ensure personal appearance before the Court on 15 July 2025.
On 15 July 2025, the secretary of Communication and Works (C&W) Department informed the court that Rs500 million had been arranged by the provincial government through bridge financing, while Rs7 million had been provided by the federal government, and assured the court that the project would be completed by 31 October 2025.
The matter was transferred to the principal seat of the PHC under the supervision of the chief justice, where the divisional bench continued proceedings.
During these hearings, the chief engineer (North) informed the court that sufficient funds for the project were available and that no additional financial allocation was required.
However, despite repeated assurances and revised completion schedules provided during subsequent hearings, including a commitment to complete the project by 30 June 2026, the actual progress on the ground remains negligible.
