Islamabad: Albert David, former member of the National Commission for Minorities, has issued a statement condemning India’s construction of a water diversion tunnel in Himachal Pradesh as an act of water aggression and a blatant violation of the Indus Waters Treaty of 1960, says a press release.

He warned that this misadventure - transferring water from the Chenab basin, a Western River allocated to Pakistan, into the Beas basin, an Eastern River allocated to India - represents a structural breach of the Treaty’s foundation. “This is not a matter of operational interpretation. It is a deliberate disregard of international commitments and a direct challenge to Pakistan’s water security,” he declared.

David cautioned that such actions could escalate tensions between India and Pakistan to dangerous levels. “Water aggression of this nature risks igniting another Indo-Pak war, one that carries the grave potential of becoming a nuclear flashpoint. The consequences of undermining the Treaty are not marginal - they threaten peace and stability across South Asia,” he stated.

He further emphasized that Pakistan has consistently upheld its obligations under the Indus Waters Treaty, while India’s repeated violations erode trust and destabilize regional security. “This continuous disregard for international agreements must be recognized for what it is: a threat to peace, a provocation to conflict, and a reckless gamble with the future of millions,” he concluded.
