JI files contempt plea in FCC against mayor, KMC commissioner over parks commercialisation

Jamaat-e-Islami (JI) leader Saifuddin Advocate, who is also the leader of the opposition in the Karachi Metropolitan Corporation City Council, and others have filed a contempt of court application before the Federal Constitutional Court (FCC) against Karachi Mayor Murtaza Wahab and KMC Metropolitan Commissioner Abrar Ahmed for violating the status quo order in commercialisation of a public park case.

The JI representatives submitted in the application that the constitutional court had ordered status quo on the matter pertaining to commercialisation of the park.

They submitted that despite the FCC order that was issued on November 17, 2025, the alleged contemnors continued to violate the status quo.

They submitted that the municipal commissioner through a resolution on March 11, 2026, had stated that three acres of the Beach View site may be converted for the purpose of establishing a museum under a partnership arrangement with some private organisation.

They said the said resolution was passed in a dubious manner as firstly, it was passed without issuing a prior agenda. Secondly, the particular resolution was presented and passed on the same day, which was in clear violation of the provisions of the Sindh Local Government Rules 2013.

The petitioners said that during the passage of the resolution, the members were not allowed to speak on the matter and the aforementioned resolution was passed within moments of it being announced.

They said that despite the status quo order by the court, the alleged contemnors were presently intent on converting parks and handing them over to private parties under one pretext or another.

They requested the FCC to take action against the alleged contemnors over the violation of court orders.
