ISLAMABAD: The International Cricket Council (ICC) is actively considering a significant restructuring of the World Test Championship (WTC), with discussions underway on introducing a two-tier system aimed at revitalizing the longest format of the game and broadening its global reach.
The proposal emerged during virtual ICC meeting held on Thursday evening, where Chief Executives of full member nations deliberated on various pathways for the next championship cycle, scheduled to commence in June/July 2027.
Among the key ideas floated was the implementation of a two-tier structure beginning with the next phase. Under this model, the top eight Test-playing nations would compete in an elite division for a place in the 2029 World Test Championship final, while the remaining teams, potentially including emerging and associate nations, would form a second tier battling for promotion. According to the proposal, the team finishing at the bottom of the top tier would face relegation to Group II, while the leading side from the second tier would earn promotion to the elite group for the 2029-31 cycle. Proponents believe such a system would inject greater competitiveness, provide meaningful opportunities to developing cricket nations, and enhance the overall appeal of Test cricket.
However, the suggestion has not met unanimous approval. Several representatives from full member countries expressed reservations, favoring the existing format in which all Test-playing nations compete on equal footing for a place in the final. Critics argue that dividing teams could dilute the traditional spirit of the format. Conversely, a growing number of stakeholders have advocated for a more inclusive structure, emphasizing the need to integrate associate and emerging nations into the Test framework, a move seen as vital for the long-term growth of the format.
“Discussions are still at an early stage, with multiple options and viewpoints under consideration,” a source told The News. “There is a clear realization that, much like the T20 and ODI World Cup formats, Test cricket must evolve to accommodate and encourage lesser-established cricketing nations.” The ICC members are expected to discuss the matter further during the summer meetings in the United Kingdom, where a more concrete decision on the future structure of the World Test Championship could be reached. In addition to the Test Championship debate, the ICC Executive Board also reviewed the recently concluded T20 World Cup co-hosted by India and Sri Lanka, expressing satisfaction over the tournament’s successful organization and global reception. The absence of Bangladesh from key stages of the event was also noted during the discussions. Financial matters also featured on the agenda, with members examining future profit-sharing models beyond the framework already agreed upon ahead of the 2026 T20 World Cup. “The criteria for revenue distribution will require further deliberation in the coming months,” the source added.
With multiple reforms under consideration, the ICC appears poised at a crucial juncture, as it seeks to balance tradition with innovation in shaping the future of international Test cricket.
