Universities ordered not to fill administrative posts with teaching staff

MARDAN: The Khyber Pakhtunkhwa government has ordered public universities in the province to fill administrative posts through regular administrative officers only.

In an official notification issued by the Higher Education, Archives and Libraries Department dated April 6, 2026, directed public universities to comply strictly with the relevant provision contained in section 17A of the Khyber Pakhtunkhwa Universities Act, 2012 (as amended in 2024).

The departmental order said that the law specifically prohibited the appointment of teaching staff or any other person in an administrative post under any pretext. Despite frequent instructions issued by the competent authority in the past, however, it was observed that some public universities were still violating the law by posting teaching staff in administrative capacities on an ad-hoc, acting, or dual-posting basis.

The notification said that such acts constituted a violation of the pertinent legislation and cannot be condoned under any circumstances.It said such postings should be rescinded and administrative positions be vacated by the unauthorized person and filled by qualified administrative officers on a regular basis.Where there was no qualified person available, the university has been advised to undertake the recruitment process in a timely manner.
