SHC seeks replies on plea challenging SPSC recruitment process for special education teachers

HYDERABAD: The Sindh High Court’s Hyderabad Circuit Bench has admitted a constitutional petition filed by 167 candidates who challenged their disqualification despite passing the written examination conducted by the Sindh Public Service Commission (SPSC) in 2022.

The matter relates to the recruitment for 131 posts of special education teachers under the Department of Empowerment of Persons with Disabilities. In 2022, a total of 168 candidates qualified the written test; however, only one candidate was called for an interview, while the remaining 167 were disqualified based on a decision by the commission.

Aggrieved candidates approached the court, which issued notices to the SPSC. The court later termed the commission’s response unsatisfactory and subsequently issued notices to the secretary of the S&GAD Sindh and the Secretary of the Department of Empowerment of Persons with Disabilities, directing them to appear on April 29.

The SPSC had initially advertised the posts in 2018, but no candidates were scrutinized at that time due to issues related to eligibility criteria and qualifications. The vacancies were later re-advertised in 2022.

Meanwhile, candidates have noted with concern that the SPSC has advertised the same posts on March 4, 2026, for the third time, raising serious questions about transparency and fairness in the recruitment process. The case, filed by Yar Muhammad Khan, has been before the Hyderabad Circuit Bench for the past 18 months.
