Effective legislation being made to improve governance: minister

LAHORE: Minister for Finance Mian Mujtaba Shujaur Rehman has said the government is ensuring institutional reforms and transparency through effective legislation and improvement in laws.

These measures, he said, would not only further improve governance but also enhance investment, employment, and public service delivery. The 33rd meeting of the Standing Committee of the Cabinet on Legislative Business and Privatization was held here on Monday, under the chairmanship of Minister for Finance Mian Mujtaba Shujaur Rehman. Minister for Local Government ZeeshanRafiq, and Minister for Information & Culture Azma Zahid Bokhari and senior officials attended the meeting.

Addressing the meeting, the minister stated that the MoU between the Overseas Employment Corporation and the Labour and Human Resource Department would help further organise and expand overseas employment opportunities. He added that the exchange of human resources with different countries would prove beneficial for the economy of Punjab.

The meeting was convened to review recommendations submitted by various departments on important legal, administrative, and policy matters. In the public interest and to further strengthen governance, the committee approved a number of key recommendations. These included amendments to the Punjab Public Private Partnership Rules 2025, revision of the Punjab Delegation of Financial Powers Rules 2016, proposed amendments to the Punjab Judicial Academy Act 2007, and approval of the Punjab Film City Authority Ordinance 2026. The meeting agreed on proposal to upgrade the sub-campus of the University of Engineering and Technology, Narowal to a full-fledged university.

The committee approved the issuance of a No Objection Certificate (NOC) for signing a Memorandum of Understanding (MoU) between the Overseas Employment Corporation and the Labour and Human Resource Department. Furthermore, it approved a request to place before the Provincial Cabinet the proposal for inclusion of laws of various departments in the Schedule of the Punjab Enforcement and Regulation Act 2024.

Matters relating to the extension in lease period of state land and other related issues were also reviewed in detail, and it was agreed to proceed with them in accordance with rules and regulations.
