The Government of Sindh has made it mandatory for public sector universities to obtain prior approval of the chief minister or the controlling authority before appointing or assigning additional charge of pro vice chancellor or acting pro vice chancellor.
In a notification issued by the Universities and Boards Department to all vice chancellors, the government said it had observed that in certain cases such appointments were being made without the required prior approval, in violation of the relevant university laws, statutes and regulations.
The notification reminded vice-chancellors that powers relating to appointments, postings and assignment of administrative responsibilities, including conferment of additional charge as PVCs, are subject to prior approval of the chief minister. Any action taken in deviation of these provisions would be deemed unlawful and without legal authority.
It further said that where the appointment to the post of pro-vice chancellor is required, the vice chancellor must submit a panel of three senior and eligible professors, along with their service particulars, qualifications, experience and vigilance or disciplinary status, for consideration and approval.
The department warned that any appointment made in violation of the prescribed procedure would be treated as irregular and liable to be withdrawn or set aside, directing vice chancellors to ensure strict compliance in future.
