KP Police demand funds under Special Militancy Allowance

PESHAWAR: The Khyber Pakhtunkhwa Police have asked the provincial government to approve funds for a Special Militancy Allowance for all police personnel across the province.The force has requested approval of Rs4,243 million per month as a Special Militancy Allowance for all ranks and cadres, citing an escalating security crisis.

Several districts in Khyber Pakhtunkhwa continue to face severe law and order challenges, with frequent attacks on police and security forces over the past several years. Officials say the situation in several parts of the province is now worse than in areas already designated as Hard Areas by the government.

“In view of the severe militancy and security challenges faced by Khyber Pakhtunkhwa, the provincial government has placed the enhancement of police capacity and their welfare among its top priorities,” said a letter written by DIG Finance KP, Fida Hassan, to the government.

The letter noted that the government’s focused efforts and effective administrative steps had helped improve the overall law and order situation and strengthened public confidence.“In this context, special financial incentives such as the Militancy Allowance are being provided to police personnel, keeping in view the grave risks, operational responsibilities, and constant exposure to threats,” the Central Police Office said.

It added that such measures aim to boost morale and enable the force to perform its duties with greater confidence.“Due to their role on the front lines, the Khyber Pakhtunkhwa Police have continuously confronted terrorists and insurgents, often at great personal risk. The KP Police have made countless sacrifices, including loss of precious lives and serious injuries,” the letter stated.

The document emphasized that policing in KP remains extremely hazardous, with the constant threat of bomb blasts, targeted attacks, and other violent acts by extremist groups.The letter noted that KP Police are currently performing high-risk duties without any additional financial incentives. “In view of the continuous high-risk duties performed by all cadres of the KP Police, it is proposed that a special allowance equivalent to one running basic salary may be granted to all ranks across the force,” it recommended.

The proposed allowance, it added, would recognize the extraordinary services and sacrifices of the KP Police and significantly boost their morale, efficiency, and motivation in carrying out critical security operations.

“Approval is, therefore, requested for the grant of Special Allowance at one running basic pay to all cadres of KP Police with immediate effect, with a total financial implication of Rs4,243.336 million per month,” the letter said, urging the chief minister to approve the funds.

For more than two decades, KP Police have faced one of the toughest fronts in the country’s fight against terrorism. However, successive federal and provincial governments have paid little attention to key demands of the force, including Hard Area status, protected vehicles, and special incentives to support operations against terrorists and criminal networks.

Recently, there was a renewed proposal to seek Hard Area-like status for at least Bannu and Dera Ismail Khan divisions after repeated requests for granting such status to the wider province went unanswered. However, no concrete action has been taken so far.
