The Sindh government has highlighted significant achievements in law and order, public safety and policing reforms during the fiscal year 2025-26, stating that maintaining peace, protecting citizens and strengthening the rule of law remained among its highest priorities throughout the year.

Presenting the government’s performance, Chief Minister Syed Murad Ali Shah said a comprehensive strategy based on targeted operations, technology-driven policing and institutional reforms helped improve the overall security situation across the province. Substantial investments were made to strengthen the policing network and enhance law enforcement capabilities, resulting in a noticeable decline in crime and improved public safety indicators.

He said that according to official figures, the government allocated Rs7.3 billion under the current fiscal year development programme for projects aimed at strengthening law and order and expanding the policing infrastructure across Sindh. The investment supported intelligence-based operations, enhanced surveillance and modernization initiatives, which contributed significantly to crime prevention and detection.

The impact of these measures was particularly visible in Karachi, where major categories of street crime witnessed a sharp decline. Authorities reported that incidents of vehicle theft and snatching decreased by 67 percent during the year, while violent street robberies dropped by 54 percent. At the same time, the overall crime detection rate improved to 81 percent, reflecting enhanced investigative capabilities and better coordination among law enforcement agencies.

The Sindh government also continued its crackdown against criminal gangs operating in the riverine Kutcha areas of northern Sindh. During FY 2025-26, an amount of Rs872 million was utilized for anti-dacoit operations in the districts of Shikarpur, Kashmore and Ghotki. Security forces carried out extensive operations aimed at dismantling criminal networks and restoring the writ of the state in areas long considered strongholds of armed gangs.

As a result of these operations, law enforcement agencies conducted 141 encounters with criminals. Official data showed that 48 dacoits were killed, while 140 suspects were arrested. In addition, 475 individuals surrendered under the government’s surrender policy. Authorities further reported that approximately 115,000 acres of Kutcha land were cleared of criminal influence, allowing greater state control and improved security conditions for local residents.

CM Shah said significant progress was also recorded in the field of counter-terrorism. The Counter Terrorism Department’s Fusion Centre, established at a cost of Rs772 million, became fully operational during the year, while work on Phase-II of the project is currently underway. The facility has enhanced intelligence gathering, data analysis and investigative capabilities of security agencies.

He added that the Fusion Centre processed 952 pieces of digital evidence and analyzed 164 CCTV and video recordings during the year. The center played a key role in intelligence-led investigations and contributed to the neutralization of 210 terrorists as well as the arrest of several high-value suspects. Due to these efforts, Sindh has remained largely free from major terrorist incidents since late 2024, according to government officials.

Technology-driven reforms were also introduced to improve traffic management and road safety. The AI-based Faceless E-Ticketing System generated more than 1.07 million electronic tickets and collected Rs840.7 million in fines. The CM said the system improved enforcement of traffic laws and encouraged safer driving practices. The government reported that these measures resulted in a 32 percent reduction in traffic accidents, a 31 percent decline in fatalities and a 39 percent decrease in injuries compared to the previous year.

Further strengthening public safety infrastructure, the Safe City surveillance project surpassed its installation targets. A total of 1,325 smart surveillance cameras equipped with facial recognition and automatic number plate recognition technology were installed across key locations to improve monitoring and crime detection capabilities.

To enhance police capacity, the government appointed 1,487 assistant sub-inspectors during the year. Approval has also been granted for the recruitment of 2,000 Investigation Officers to further strengthen investigative functions within the police department. Meanwhile, modernization work is continuing on 40 model police stations across Sindh.

Officials said these reforms demonstrate the government’s commitment to building a modern, efficient and responsive law enforcement system capable of addressing emerging security challenges and ensuring the safety and protection of citizens throughout the province.
