Islamabad:In a setback to efforts aimed at strengthening child protection and elderly care services in the federal capital, the Human Rights Division has received no allocation under the Public Sector Development Programme (PSDP) for the fiscal year 2026-27, despite seeking funds for two critical infrastructure projects.
The division proposed an allocation of Rs200 million to initiate the construction of Child Protection Institute and a Senior Citizen Home in Islamabad. However, the request was turned down by the review committee during the PSDP finalisation process.
According to official documents, the total cost of the two projects stands at Rs1.634 billion under PC-I estimates. The proposed allocation for 2026-27 was intended to initiate and advance construction work on facilities aimed at addressing the growing needs of vulnerable children and senior citizens in the capital. Sources said the review committee declined the proposal due to fiscal constraints and reduction in the size of the federal development budget.
The decision leaves the Human Rights Division without any development funding for the upcoming fiscal year. The exclusion of the Human Rights Division from the PSDP comes at a time when rights-based services are facing growing demand amid rising economic pressures and social vulnerabilities.
