Cabinet body to tour Punjab for Muharram security blueprint

LAHORE: The Punjab government has mobilised its top tier security apparatus and provincial cabinet ahead of Muharram-ul-Haram 2026, directing the Standing Committee of the Cabinet on Law and Order (SCCLO) to launch a whirlwind, province-wide evaluation tour to oversee security and administrative arrangements.

According to an official directive issued by the Punjab Home Department, all divisional commissioners across the province have been alerted to finalise rigorous security protocols. The high-powered cabinet committee is scheduled to conduct mandatory field visits and high level briefings across nine administrative divisions to preemptively address security vulnerabilities, standardise contingency plans and engage local religious leadership.

Under stringent guidelines, the respective divisional commissioners and regional police officers (RPOs) are required to present comprehensive security blueprints during the committee’s visits to their headquarters. To ensure flawless grassroots execution, the Home Department has made it mandatory for all deputy commissioners (DCs), district police officers (DPOs) and Capital City Police Officers (CCPOs) to attend these sessions. Each formal briefing will be systematically followed by consultative sessions with local Ulema and peace committee members to foster sectarian harmony, concluded by a physical inspection of the primary Muharram procession routes by the cabinet members.

To streamline operational logistics, the provincial administration has appointed Ms. Maham Asif Malik, Additional Secretary (Internal Security) of the Home Department, as the central focal person for inter-departmental coordination. Reflecting the multi-dimensional nature of the security operation, a copy of the official communication has been forwarded to all members of the SCCLO with a request to attend the meetings.

Furthermore, the letters have been explicitly sent to the top internal security and intelligence tier to ensure their presence. These include the Provincial Police Officer and Inspector General of Police (IGP) Punjab, Lahore; the Additional IG (Operations), Punjab, Lahore; and the Additional IGs of Police for both the Special Branch and the Counter-Terrorism Department (CTD), Punjab, Lahore. The chief coordinator of the Provincial Intelligence Fusion and Threat Assessment Centre (PIFTAC), Punjab, and the Additional Secretary (Internal Security) of the Home Department have also been requested to attend alongside the concerned RPOs, DCs, CPOs and DPOs. Crucially, the security network will be augmented by the intelligence apparatus, with a formal request forwarded to the divisional directors of the Inter-Services Intelligence (ISI), Intelligence Bureau (IB) and Military Intelligence (MI) to participate in the proceedings.

Underscoring the massive administrative footprint and civil-military coordination of the security operation, copies of the directive have also been forwarded for information and further necessary action to the highest offices of the provincial executive. These include the Additional Secretary (Law & Order) at the Chief Minister’s Secretariat, Punjab, Lahore, PSO to the Chief Secretary, Government of the Punjab; PSO to the Secretary, Home Department, Government of the Punjab and PS to Principal Secretary to the Chief Minister, Punjab, Lahore.

To guarantee complete administrative and municipal backend support during the holy month, Personal Staff Officers (PSOs) to provincial ministers overseeing crucial public service portfolios have been formally looped into the security framework. These include the PSOs to Minister for Specialized Health & Medical Education, Minister for Housing, Urban Development & Public Health Engineering, Minister for Finance, Minister for Industries, Commerce & Investment and Auqaf & Religious Affairs, Minister for Transport, Minister for Agriculture and Livestock & Dairy Development and Minister for Communication & Works (C&W), Punjab.

The travel itinerary finalised by the Home Department reveals that the high powered cabinet body will kick off its field assessments on Monday, June 8, 2026, by visiting both the Sargodha Division and Faisalabad Division, conducting official briefings, peace committee interactions, and procession route inspections at the respective commissioner’s Offices.

On Tuesday, June 9, 2026, the committee will embark on a comprehensive tour of the southern belt of the province, stopping at the Dera Ghazi Khan Division, Multan Division, and Bahawalpur Division to review regional security arrangements, hold dialogue with local religious scholars and evaluate route arrangements.

The evaluation team will journey back up north on Wednesday, June 10, 2026, to hold its joint regional meeting for the Gujranwala and Gujrat divisions at the commissioner’s office in Gujranwala. Following this, the committee is scheduled to arrive at the Rawalpindi Division on Thursday, June 11, 2026, to personally walk the main procession lines and meet local peace councils.

The security apparatus in the provincial capital will come under direct monitoring on Saturday, June 13, 2026, when the cabinet committee convenes at the local commissioner’s office in the Lahore Division for detailed administrative briefings and localised security checks. The exhaustive provincial tour will officially draw to a close on Sunday, June 14, 2026, in the Sahiwal Division, where the committee will conclude its field reviews and final route walkthroughs before submitting its consolidated compliance report to the provincial executive.
