LAHORE: The Lahore Development Authority (LDA) has achieved its highest-ever revenue collection, generating Rs25 billion during the first eleven months of FY2025-26 and projecting total receipts of around Rs29bn by year end, capping a period of unprecedented growth that has significantly outpaced collections recorded during the Pakistan Tehreek-i-Insaf (PTI) government’s tenure.
Official figures reveal that LDA’s revenue has risen by 232 per cent over the past decade, increasing from Rs8.7bn in FY2016-17 to a projected Rs29bn in FY2025-26. The most remarkable gains, however, have come during the last two years, coinciding with a sweeping programme of digitalisation, regulatory reform and institutional restructuring initiated under the Punjab government led by Chief Minister Maryam Nawaz Sharif.
The data presents a striking comparison between the two political periods.
During the PTI-led Punjab government from 2018 to 2022, when Usman Buzdar served as chief minister, LDA generated cumulative revenue of Rs46.9bn. Annual collections stood at Rs9.7bn in 2018, Rs6.2bn in 2019, Rs6.1bn in 2020, Rs10bn in 2021 and Rs14.9bn in 2022.
In contrast, during the PML-N government from 2024 onwards, LDA’s revenue trajectory accelerated sharply. Collections increased to Rs17.6bn in 2024 and reached a record Rs26.8bn in 2025. With Rs25bn already collected in the first eleven months of FY2025-26 and total receipts are expected to touch Rs29bn and cumulative revenue for the 2024-26 period is projected to exceed Rs73.8 bn.
This means that in just four years, LDA is expected to generate almost 88 per cent more revenue than it did during the entire PTI-era period under review.
