Pakistan’s tax-compliant companies are paying a heavy price for the unchecked growth of illicit trade. With nearly 45 to 47 billion non-duty-paid cigarettes sold annually, the exchequer loses an estimated Rs350 billion every year. While recent enforcement efforts deserve recognition, illicit networks are resilient and will adapt.

Enforcement must not be a seasonal exercise. It must be sustained and consistent. It is the only credible path to revenue recovery and a level playing field for businesses that play by the rules.
