NSFs fail to comply with financial accountability rules in PSB grants’ utilisation

KARACHI: A number of national sports federations have failed to comply with the financial accountability in the utilization of over Rs970 million grants provided by Pakistan Sports Board in 2022-23, 2023-24, and 2024-25.

According to the half yearly report (July to December 2025) of the board, during the fiscal years 2022-23, 2023-24, and 2024-25, the PSB provided Rs 970,268,872 in terms of grants to 30 sports federations to support their operational, training, and international participation activities and the outstanding amount on the part of NSFs is still Rs 690,055,871.

“The PSB consistently pursued these federations to submit proper financial adjustments, including vouchers, receipts, and invoices, against the disbursed grants. But a significant number of NSFs failed to comply with these requirements, resulting in gaps in financial reporting and accountability. This non-compliance undermines transparency in the utilization of public funds,” stated the report.

The details for the period from July 2022 to June 2025 show that Athletics Federation of Pakistan received Rs 107,551,000 from the board in terms of grants and the adjustments submitted by the federation not in line with PSB rules resulted in the outstanding amount of Rs 93,159,750 on the part of the federation. The outstanding amount on Pakistan Taekwondo Federation is Rs 43,068,000 against the grant of Rs 55,068,000 in the given years. Pakistan Wrestling Federation received the grant of Rs 43,721,000 in the said period and after adjustments the federation’s outstanding amount is Rs 42,871,000.

Pakistan Tennis Federation received Rs 41,252,072 in the given years and after adjustments the outstanding amount on PTF is Rs 40,252,072. Pakistan Karate Federation received Rs 37,000,000 in the said period and after adjustments the federation’s outstanding amount is Rs 31,000,000.

Pakistan Kabbadi Federation received Rs 31,020,000 in the said period and after adjustments the federation’s outstanding amount is Rs 30,020,000. Pakistan Boxing Federation received Rs 29,000,000 and after adjustments the federation’s outstanding amount is Rs 25,000,000.

National Rifle Association of Pakistan received Rs 29,000,000 and after adjustments the association’s outstanding amount is Rs 22,000,000. Pakistan Judo Federation received Rs 17,450,000 and after adjustments the federation’s outstanding amount is Rs 15,799,993.

Pakistan Hockey Federation received Rs 119,667,000 and after adjustments the federation’s outstanding amount is Rs 14,734,842. Pakistan Billiards and Snookers Association received Rs 20,064,000 and after adjustments the association’s amount is Rs 13,674,414.

Pakistan Handball Federation received Rs 14,000,000 and after adjustments the federation’s outstanding amount is Rs 9,000,000. Pakistan Volleyball Federation received Rs 111,000,000 and after adjustments the federation’s outstanding amount is Rs 6,000,000.

Pakistan Swimming Federation received Rs 10,780,800 and after adjustments the federation’s outstanding amount is Rs 5,780,800. Pakistan Badminton Federation received Rs 4,600,000 and after adjustments the federation’s outstanding amount is Rs 2,600,000.

Pakistan Table Tennis Federation received Rs 6,250,000 and after adjustments the federation’s outstanding amount is Rs 2,250,000.

The federations that did not submit any adjustments to PSB against their grants included Pakistan Federation Baseball (Rs 42,000,000), Pakistan Netball Federation (Rs 65,000,000), Pakistan Squash Federation (Rs 46,925,000), Chess Federation of Pakistan (Rs 39,500,000), Pakistan Cycling Federation (Rs 31,690,000), Pakistan Tenpin Bowling Federation (Rs 21,230,000), Alpine Club of Pakistan (Rs 12,500,000), Pakistan Bridge Federation (Rs 8,000,000), Pakistan Ju-Jitsu Federation (Rs 8,000,000), Special Olympic Pakistan (Rs 5,000,000), Pakistan Blind Sports Federation (Rs 4,000,000), Pakistan Basketball Federation (Rs 3,000,000), Pakistan Wushu Federation (Rs 3,000,000), and Winter Sports Federation of Pakistan (Rs 3,000,000).
