Home Dept issues kite flying guidelines for public safety

LAHORE: Punjab Home Department has issued detailed guidelines under the Punjab Regulation of Kite Flying Act, 2025 to ensure public safety during permissible kite flying activities.

According to the notification, rooftop safety has been made mandatory, with building owners responsible for ensuring structural strength, adequate boundary walls of at least 3.5 feet, and safe staircases before allowing kite flying.

Overcrowding, unsafe rooftops, and risky behaviour such as leaning over edges or aggressive kite-catching have been strictly prohibited. Kite flying during adverse weather conditions, including strong winds or rain, has also been banned.

Special emphasis has been placed on the safety of children, making parents, guardians and premises managers responsible for continuous supervision and protection from hazardous areas.

To maintain public order, the use of loud music, and high-decibel sound equipment has been prohibited, along with any behaviour causing nuisance or disturbance to the public. The department has directed that first aid kits must be available at kite flying sites and emergency numbers, including Rescue 1122, should be clearly displayed. In case of any accident, emergency services must be contacted immediately. The district administration and law enforcement authorities have been empowered to inspect premises, take action against violations, and seal locations found non-compliant.
