Sindh tightens net on illegal fishing as governor approves sweeping legal reforms

In a major move aimed at reforming the fisheries sector and protecting marine life, Sindh Governor Syed Muhammad Nehal Hashmi has approved the Sindh Fisheries (Amendment) Bill, 2026, paving the way for stricter regulation of fishing activities across the province.

The newly approved law introduces a series of amendments designed to improve the fisheries management system, curb illegal practices and strengthen the protection of marine resources. Under the amended law, penalties for violations have been significantly enhanced.

Authorities will now be empowered to take strict action against unlicensed fishing operations, while the use of prohibited nets and involvement in illegal hunting and fishing will attract heavy fines.

The law stipulates that violations of fisheries regulations may now result in a fine of up to Rs100,000. In addition, operating a processing plant or factory without a valid licence will lead to a fine of Rs50,000.

The amendment also targets the illegal purchase, sale and trade of fish, signalling a broader crackdown on unlawful commercial activity in the sector.

Environmental violations have also been brought under sharper legal scrutiny. Factories and industrial units found causing pollution or discharging waste into water bodies will also face penalties under the amended legislation.

The approval of the bill is being seen as a significant step towards ensuring sustainable fishing practices, marine conservation, and greater accountability in Sindh’s fisheries and coastal economy.

SHCBA delegation: Meanwhile, the Governor of Sindh on Friday held an important meeting with a delegation of the Sindh High Court Bar Association (SHCBA) at Governor House, where both sides discussed key legal, constitutional and governance issues.

The delegation was led by SHCBA President Haseeb Jamali and included General Secretary Fareeha Mangrio, Joint Secretary Huzayfah Khan, and other members of the legal fraternity.

During the meeting, there was a detailed exchange of views on matters of mutual interest, with particular emphasis on the rule of law and the need to ensure the effective and timely delivery of justice across the province.

Discussions also focused on the improvement of the judicial system, as well as the problems and challenges being faced by the lawyers’ community.

The Sindh governor acknowledged and appreciated the vital role of the legal fraternity in upholding constitutional order and democratic norms, and assured the delegation of his full cooperation on matters concerning the legal and judicial system.

Both sides reiterated their commitment to the supremacy of the Constitution and law, as well as the promotion of democratic values and institutional harmony.

The SHCBA delegation also congratulated Nehal Hashmi on assuming the office of provincial governor.

The governor, in turn, stressed the importance of greater coordination among all institutions to ensure the timely dispensation of justice and strengthen public confidence in the legal system.
