ECP names panel for ICT local polls

ISLAMABAD: The Election Commission of Pakistan (ECP) has constituted a five-member committee tasked with finalising and submitting a set of essential documents required for the long-delayed local government elections in the Islamabad Capital Territory (ICT).

According to a notification issued here, the committee comprises Islamabad Chief Commissioner Muhammad Ali Randhawa as its convener. Its members include ECP Special Secretary (Policy) Zafar Iqbal Hussaine, ECP Additional Director General (LGE) Nadeem Qasim, Islamabad Deputy Commissioner Irfan Nawaz Memon and a representative nominated by the chief commissioner.

For various reasons, local government elections in the federal capital have not been held since February 2021. Notably, the notification does not specify a deadline for the completion of assigned tasks. It states that the committee has been formed in the light of directions issued by the Election Commission during a hearing on March 10, 2026 on the conduct of elections. The committee is mandated to deliberate, finalise and submit for approval to the Ministry of Interior a set of documents. These include the notification for demarcation of town corporations in the ICT and notification specifying the number of union councils in each town corporation.

It is also responsible for providing authenticated maps, consistent with the demarcation notification, that detail the names of areas, census charges, circles and blocks of the town corporations.

Furthermore, the panel would deliberate, finalise and submit to the Ministry of Interior for approval a draft of amendments to the ICT Local Government (Conduct of Elections) Rules, 2015 in accordance with the ICT Local Government (Amendment) Ordinance, 2026.

The chief commissioner has been directed to arrange immediate meetings of the committee.
