The Sindh Public Procurement Regulatory Authority (SPPRA) on Wednesday conducted an orientation session on the Sindh Public Procurement Rules 2010 and E-Pak Acquisition & Disposal System (EPADS) in Karachi.
Officials said the SPPRA organised an orientation session on the Sindh Public Procurement Rules, 2010 and EPADS at the Marriott Hotel where Ziaul Hasan Lanjar, Sindh minister for home, law, parliamentary affairs and prosecution departments and SPPRA Board chairman, was the chief guest.
Lanjar said the government fully supported the reform initiatives undertaken by the SPPRA to make public procurement processes more transparent, fair and efficient, particularly through the introduction of EPADS. He emphasised that technology-driven procurement was essential for strengthening governance and ensuring value for public money.
Speaking to the participants, Ghulam Qadir Talpur, SPPRA managing director, highlighted that the recent amendments to the Sindh Public Procurement Rules 2010 aimed to enhance transparency, accountability and efficiency in public procurement.
He noted that EPADS would enable digitised, standardised and traceable procurement processes across the province.
The session was attended by the Sindh home additional chief secretary, along with secretaries of provincial departments, heads of autonomous and semi-autonomous organisations, and representatives of the Karachi Contractors Association and the Constructors Association of Pakistan.
The objective of the session was to apprise the participants of the recent amendments to the Sindh Public Procurement (SPP) Rules, 2010, and introduce the functional features and implementation roadmap of EPADS, including the launch of the e-submission module.
Ayub Ali Khan, SPPRA director (M&CB), delivered a detailed presentation on the Sindh Public Procurement Rules, 2010, highlighting key amendments and procedural improvements. Shaikh Afzaal, EPADS (Federal PPRA) project director, gave a comprehensive presentation on the system’s key features, benefits and phased implementation plan.
He also demonstrated the e-submission module of EPADS. The session underscored the importance of adopting technology-based procurement systems to ensure value for fun money and strengthen governance.
The SPPRA reaffirmed its commitment to providing continuous technical support and capacity-building to procuring agencies to ensure smooth implementation of the amended rules and EPADS. The authority also emphasised close coordination with all departments to institutionalise transparent, rule-based and technology-enabled procurement practices across Sindh.
The orientation session marked a significant step toward modernising public procurement and aligning provincial procurement practices with national reforms.
