Ex-teacher reaches out to ombudsman against denial of retirement benefits

Islamabad: A retired associate professor of Islamabad Model Postgraduate College (IMPC) H-8 has reached out to the federal ombudsman after facing a long delay in the release of retirement benefits, complaining about the systemic inefficiency and lack of coordination among key education and accounting authorities.

Abdul Rauf, who retired from government service on September 4 last year, has been pushed from pillar to post to secure his lawful dues, including pension and commutation, leave encashment and travelling allowance (TA) grant.

Despite repeated visits, his case continues to shuttle between the Federal Directorate of Education (FDE), the Accountant General Pakistan Revenues (AGPR), and his parent institution without resolution. Abdul Rauf expressed deep frustration over the denial of benefits.

“After retirement, a government servant depends entirely on pension and commutation to meet family responsibilities. Unfortunately, my case has fallen victim to the sheer administrative neglect,” he told 'The News'. He added that the denial of dues had caused severe financial stress, particularly at a time when he had planned to meet major needs related to his children’s education and other essential commitments.

“I had carefully planned to fulfil these obligations through my commutation amount, but even five months after retirement, I have not received my commutation, leave encashment and TA grant. This situation has placed me under immense mental and financial pressure,” he said. Abdul Rauf also pointed out a critical lapse on the part of his college administration, which, according to him, significantly contributed to the delay in payment of certain dues.

“My college failed to get the required funds from the Federal Directorate of Education for the current fiscal year in a timely manner. As a result, allocations for leave encashment and TA grant were not ensured, further complicating and delaying my case.”

A senior educator of the college said that delays in the provision of retirement benefits to employees in federal education department were not uncommon due to indifferent attitude of authorities.
