ISLAMABAD: Justice Mansoor Ali Shah and Justice Athar Minallah have received commuted pensions of over Rs161 million and Rs154 million, respectively, along with monthly pensions exceeding Rs1.1 million and Rs1.2 million each, following their resignations in the wake of the 27th Constitutional Amendment.
The information shared by credible sources related to the breakdown of monthly pension given to both the apex court judges reflects: Justice Athar Minallah’s total monthly pension is (Rs1,220,381). This includes driver pension (Rs91,258), special additional pension (Rs84,885), medical allowance 2010 (Rs45,799), and medical allowance 2015 (Rs11,450). Justice Mansoor Ali Shah’s total monthly pension is (Rs1,135,496). This includes driver pension (Rs91,258), medical allowances (Rs45,799 and Rs11,450).
Apart from this, under the Supreme Court Judges Order 1997, both former judges have been granted additional post-retirement privileges and facilities, including medical and housing benefits, full staff, utility ceilings, an official vehicle and fuel, security and exemptions, flag protocol and benefits for spouses.
It is pertinent to mention here that in November last year, the federal government significantly increased the salaries and allowances of superior judiciary judges.
According to the notification issued by the Ministry of Law and Justice, the house rent of Supreme Court judges has been increased from Rs68,000 to Rs350,000. Similarly, the superior judicial allowance of the judges of Supreme Court has also been increased from Rs428,040 to Rs1,161,163.
Mansoor Ali Khan served as a judge for a total of 16 years, one month and 26 days. Whereas Athar Minallah served as judge for a total days of 11 years, four months and 24 days.
In November 2025, Justice Mansoor Ali Shah and Justice Athar Minallah resigned from the Supreme Court of Pakistan in protest against the 27th Constitutional Amendment. Both judges maintained that the amendment effectively “dismantled” the Supreme Court’s authority.
The incumbent government’s stance on the resignations of Justice Mansoor Ali Shah and Justice Athar Minallah was largely dismissive and critical, portraying the protest as a personal or political reaction rather than a principled stand. President Asif Ali Zardari formally accepted the resignations on November 14, 2025.
Following is the list of post-retirement privileges and facilities that are given to the retired judges of the apex court.
1 Official Vehicles: Retired judges are entitled to purchase the official car that was in their use at a depreciated price. They are also provided with a staff car or a dedicated driver/orderly.
2 Security and Exemption: Judges are exempted from body searches at airports (VVIP/VIP status) and are exempted from needing an arms licence for personal security.
3 Flag Protocol: The right to fly the Pakistan flag on their vehicle is a protocol privilege linked to their status.
4 Medical: Under the Federal Services Medical Attendance Rules, retired judges and their families receive free or highly subsidised medical treatment at government-approved facilities.
5 Official Residence (Housing): “Official Residence” in the preliminary definitions, after retirement, judges often receive a house rent allowance or specific facilities to maintain their standard of living.
6 Benefits for Spouses: In the event of a judge’s passing, the widow is entitled to a net pension (usually 50 percent of what the judge was receiving) for life or until remarriage. This ensures the long-term financial security of the judge’s family.
7 Utility Ceilings: The government provides a “ceiling” (a paid limit) for residential telephones.
