ISLAMABAD: The Establishment Division has invited nominations for the mandatory National Security and War Course 2026-27 for promotion from Grade 20 to 21.
According to the office memorandum issued by the Establishment Division, the National Defence University (NDU), Islamabad, will start the National Security and War Course from August 2026 for which the Establishment Division has started the process of selecting officers.
All the federal ministries, divisions and provincial governments have been directed to send the names of their eligible officers by November 25, 2025. T h e E s t a b l i s h m e n t Division will nominate the officers of Pakistan Administrative Service (PAS), Police Service of Pakistan (PSP) and Secretariat Group. While the names of officers of other services or groups will be forwarded by the ministries or departments concerned. The nominations sent directly by a department or autonomous body will not be acceptable, for the course. The officers who are permanently posted at Grade 20 or equivalent, are eligible, and their age is not more than 55 years as of August 15, 2026. The nomination will be made on the basis of seniority, higher educational qualification and fresh medical report. The Establishment Division has clarified that gender representation will be ensured in the course, and at least 6 to 8 women officers should be nominated, while the National Defence University will ensure the inclusion of at least 4 women officers. Those officers who are posted abroad, or on long leave or against whom disciplinary proceedings are underway, will not be nominated. However, officers against whom action is pending for more than one year may be considered.
It has been made mandatory to attach detailed bio data, service proforma, seniority list, medical report and disciplinary clearance certificate with the nomination. The course fee has been fixed at Rs269,462.
The Establishment Division will pay the fees of the officers of federal services, while the fees of the officers of provincial governments and autonomous bodies will be paid by their own institution.
The Establishment Division has directed that as per the approval of the prime minister, the withdrawal of an officer from the course 15 days before the start of the course will be allowed only in the most unavoidable circumstances.
