Pakistan, Kazakhstan sign Action Plan of Cooperation

ISLAMABAD: Pakistan and Kazakhstan on Tuesday signed the important Action Plan of Cooperation between the ministries of foreign affairs of the two countries. 

This plan will institutionalise regular consultations between the foreign ministries. It underscores the resolve of both sides to further deepen ties through sustained interaction at bilateral and multilateral fora.

The signing took place at the Foreign Ministry during the visit of the Deputy Prime Minister and Foreign Minister of Kazakhstan, who called on his Pakistani counterpart, Senator Ishaq Dar. The Action Plan provides a structured roadmap for intensified engagement in politics, trade and economy, defence and security, science and technology, culture, tourism, humanitarian assistance, and consular facilitation. 

“The adoption of the Action Plan is a significant milestone that reflects the robust political will of the leadership of Pakistan and Kazakhstan to elevate bilateral relations to a new level of dynamism. This is anchored in mutual trust, shared values, and a forward-looking vision for regional peace and prosperity,” said the statement. Delegation-level talks, co-chaired by the two foreign ministers, reviewed the full spectrum of Pakistan-Kazakhstan cooperation. Discussions focused on boosting trade and investment, agriculture, IT, education, culture, tourism, security, and logistics connectivity. The roadmap for Kazakhstan’s President’s visit in November 2025 was finalised. The Kazakh deputy prime minister and foreign minister was accompanied by Kazakhstan’s Ministers of transport and trade, vice ministers for IT and agriculture, and other senior officials.

Before the delegation-level talks, the visiting Kazakh delegation held meetings with Pakistan’s ministers of communications, railways, and commerce. Meetings of the Joint Working Groups (JWGs) on IT and agriculture were also conducted. The Kazakh delegation visited the National Aerospace Science & Technology Park (NASTP) to explore cooperation in the IT sector.

The Kazakh deputy prime minister held a business meeting with Pakistani conglomerates. During the delegation-level talks, both sides reviewed the entire spectrum of bilateral relations. The talks firmed up preparations for the forthcoming visit of the president of Kazakhstan to Pakistan in November 2025. The last visit by the Kazakh president to Pakistan was in 2003.

The two deputy prime ministers directed their respective teams to expeditiously finalise the agreements and memoranda of understanding (MoUs) expected to be signed during the upcoming visit of the Kazakh President.

At the outset of the delegation-level talks, Deputy Prime Minister and Foreign Minister Senator Ishaq Dar and Kazakh Deputy Prime Minister and Foreign Minister Murat Nurtleu reaffirmed their resolve to strengthen the longstanding ties between the two countries in trade, economy, and other key areas. Dar added that both nations had vast potential to deepen cooperation and emphasised the scope for taking bilateral relations to a higher level. He said Pakistan was a proponent of peace, stability, development, and prosperity within the region and beyond, particularly in the Central Asian states.
