PSB facing issues of land ownership

KARACHI: The Pakistan Sports Board has been facing infrastructure and issues relating to land ownership, lease extensions, and legal status of PSB Coaching Centres across the country.

According to the half yearly report (July to December 2025) of the board, the PSB continues to have its operational stability and long-term infrastructure development affected due to the above mentioned issues.

At PSB Coaching Centre, Quetta, the land was allotted by the Government of Baluchistan for 30 years (1983–2013), extendable for a further 30-year term; however, despite a decision in 2015 to extend the lease, the same has not yet been formally executed.

Similarly, the absence of formal ownership or lease of the land in name of PSB at PSB Coaching Centre Lahore has remained a longstanding issue. Cycling velodrome and other facilities are also not in the name of PSB.

“The land has not been formally transferred or leased to PSB, resulting in legal ambiguity and uncertainty regarding responsibility for development and maintenance,” stated the report. In Peshawar, 4.65 acres of land originally sub-leased in 1974 (through National Sports Trust, now merged into PSB) is pending renewal, and despite extension of the main lease up to 2043, the facility was sealed by provincial authorities, with the matter currently sub-judice before the Peshawar High Court. However, the PSB Coaching Centre in Karachi has its lease position secured with sufficient time available for expiry.
