The Federal Investigation Agency’s (FIA) Karachi immigration wing has offloaded a passenger travelling to the Democratic Republic of Congo over allegations of financial transactions involving Protector of Emigrants and immigration clearances, and referred the case to its Anti-Human Trafficking Circle (AHTC) for further investigation and legal action.

According to an FIA spokesperson, the passenger, identified as Hasnain Rasool, son of Ghulam Rasool, a resident of Hunza, was scheduled to travel to Lubumbashi, Democratic Republic of Congo, via Addis Ababa on Ethiopian Airlines flight ET-695 on October 16, 2026.

During immigration scrutiny, officials found a previous deportation and overstay history in his record, prompting further questioning. During the inquiry, the passenger alleged that a man named Moeen, based in Congo, had arranged his employment documents and provided him with the contact number of Bakr Jamal, an alleged official associated with the Protector of Emigrants office in Karachi.

According to the passenger’s statement, he had agreed to pay Rs50,000 for protector clearance and an additional Rs135,000 for immigration clearance. He claimed that Rs50,000 had already been paid to Jamal through his friend Sher Alam, while the remaining amount was to be paid after immigration clearance.

The passenger also produced a cheque bearing the account title of Jamal at the Soneri Bank’s Liaquatabad branch in Karachi as alleged evidence of the transaction. The cheque has been taken into custody, the FIA spokesperson said.

The passenger further claimed that Jamal had taken him to the Protector of Emigrants office, where his registration was processed and a protector registration number was issued. Further scrutiny of the employment contract and visa documents revealed discrepancies requiring verification. The FIA said there were differences between the locations mentioned in the visa and the employment contract, while the nature of the agreement, signatures and travel arrangements were also being examined.

In light of the initial findings, the case was referred to the AHTC Karachi to investigate the alleged financial transactions and establish the roles of Jamal, Moeen and any relevant staff of the Protector of Emigrants office who may have been involved.

The passenger was not allowed to travel, and his departure immigration stamp was cancelled with the action recorded in the Integrated Border Management System (IBMS), the spokesperson said.

His original passport, travel and employment documents along with the cheque were also handed over to the relevant authorities for further proceedings. The FIA said it was committed to investigating allegations of corruption and illegal facilitation and protecting citizens from financial exploitation in the name of overseas employment and travel clearances.
