KARACHI: The Oil and Gas Regulatory Authority (Ogra) has allowed three major oil refineries (Pak-Arab Refinery Limited (PARCO), National Refinery Limited (NRL) and Cnergyico Pakistan Limited (CPL)) to export up to 50,000 metric tonnes of furnace oil each during September 2026.
The decision can enable the country’s refining sector to export a cumulative 150,000 metric tonnes of furnace oil during the month, subject to domestic supply requirements and local upliftment plans. The National Coordination and Monitoring Committee (NCMC) has granted in-principle approval for the exports.
The approval, however, is conditional on maintaining adequate strategic reserves to meet the requirements of the power sector. Ogra informed Cnergyico that it can export 50,000 metric tonnes of furnace oil, with a variation of 10 per cent, during September. The regulator said the permission is subject to the refinery meeting its local upliftment commitments in accordance with the approved plan.
Industry sources said similar permissions have been granted to Parco and NRL, allowing each refinery to export up to 50,000 metric tonnes of furnace oil during the month.Industry officials said the permissions reflect the government’s effort to balance the needs of the refining sector with the requirement to maintain sufficient furnace oil supplies for emergency or strategic use by the power sector.
“Yes, we have received permission to export up to 50,000 MT,” a senior Parco official confirmed to The News. He clarified, however, that the refinery will export only the quantity left after meeting local demand.
“Our priority is to cater to local demand first and then export,” the official said.NRL’s top management also confirmed that it has received permission to export up to 50,000 metric tonnes during the current month.
