ISLAMABAD: The Establishment Division has cancelled all the NOCs and permits issued to government officers with an immediate effect.
These NOCs and permits were issued under Rules 16, 6, 18, 20, 21 and 22 of Government Servants Conduct Rules 1964. The NOCs and permits issued to Pakistan Administrative Service, Police Service, Secretariat Group and OMG have been withdrawn. They were issued for employment in private enterprises, media engagement including column writing, writing articles in newspapers or magazines, participation in radio and TV programmes, public speeches and receiving foreign awards.
The Establishment Division has directed PAS, PSP, SG and OMG officers to re-apply under the new Civil Servants Conduct Rules 2026. Memorandum has been sent to all the ministries and divisional secretaries, chief secretaries of the provinces and IGs of police for implementation.
