ISLAMABAD: The Establishment Division has issued new mandatory declaration forms requiring civil servants to provide complete details of their own and their dependent family members’ foreign citizenship and other foreign travel documents.
Section Officer of the Discipline Wing, Establishment Division, Muhammad Khurram Shehzad, has sent an office memorandum to all ministries and divisions, as well as provincial chief secretaries and inspectors general of police, directing all officers to submit the declaration forms to their respective cadre administrators.
Under the rules, concealment of information, submission of a false declaration or failure to disclose foreign citizenship may result in legal and departmental action against the government employee. In cases where facts were concealed at the time of appointment, the appointment itself may also be declared void.
According to the mandatory declaration forms issued under the 2026 rules, every civil servant is required to provide the government with complete details of their own and their dependents’ foreign citizenship, foreign passports, residence permits, permanent resident cards and any other foreign travel documents that may lead to the acquisition of citizenship.
Under the rules, civil servants will be required to submit declarations on three occasions. The first declaration must be submitted at the time of joining government service, the second annually and the third whenever there is any change in the foreign citizenship or related status of the employee or any of their dependents. The government must be informed of any such change within 90 days.
The forms issued by the Establishment Division also make it mandatory for civil servants to disclose complete details if they or any of their dependents marry a foreign national, including the individual’s citizenship and any prior government permission obtained under the relevant rules.
