The federal government has approved a 35 percent increase in the salaries of teachers serving under the Tenure Track System (TTS) in universities, effective from July 1, 2026. However, the financial burden of this salary hike has been placed on the respective universities rather than the Higher Education Commission (HEC).

According to an office memorandum issued by the Ministry of Finance on Friday, the federal cabinet endorsed the prime minister’s decision of September 20, 2021, and approved the TTS Pay Package 2026. Under this decision, the existing salary scales for professors, associate professors, and assistant professors have been revised.

As per the revised scale, the minimum salary for a TTS professor has been increased from Rs394,875 to Rs407,230, the annual increment from Rs19,305 to Rs20,320, and the maximum salary from Rs684,450 to Rs712,030.

Similarly, for an associate professor, the minimum salary has been raised from Rs263,250 to Rs370,810, the annual increment from Rs15,356 to Rs18,320, and the maximum salary from Rs493,590 to Rs645,610. For an assistant professor, the minimum salary has been increased from Rs175,500 to Rs288,020, the annual increment from Rs12,065 to Rs17,720, and the maximum salary from Rs356,475 to Rs553,820.

The memorandum states that TTS teachers employed as of June 30, 2026, will have their basic pay transferred to the new TTS-2026 scale at the same stage at which they currently fall in the existing scale. The Ministry of Finance clarified that the financial impact of this revision will be borne by the universities from their own resources.
