Reviving nuclear power vision

The expansion of nuclear power generation has long been an important component of Pakistan's energy strategy. Under the country's Energy Security Plan, the government envisioned achieving 8,800MW of nuclear generation capacity by 2030. Speaking at the groundbreaking ceremony of the 1,200MW Chashma Nuclear Power Plant Unit-5 (C-5) in July 2023, Prime Minister Shehbaz Sharif reaffirmed the importance of nuclear energy in strengthening Pakistan's energy security and diversifying the national power mix through cost-effective, reliable and clean electricity generation.

Reviving nuclear power vision

The expansion of nuclear power generation has long been an important component of Pakistan's energy strategy. Under the country's Energy Security Plan, the government envisioned achieving 8,800MW of nuclear generation capacity by 2030. Speaking at the groundbreaking ceremony of the 1,200MW Chashma Nuclear Power Plant Unit-5 (C-5) in July 2023, Prime Minister Shehbaz Sharif reaffirmed the importance of nuclear energy in strengthening Pakistan's energy security and diversifying the national power mix through cost-effective, reliable and clean electricity generation.

According to the Energy Security Plan 2005-2030, several additional nuclear power plants, each with a capacity of around 1,000MW, were to be constructed at identified sites across the country, bringing total installed nuclear capacity to 8,800 MW by 2030. The plan envisaged increasing nuclear capacity to 4,630MW by 2024 by adding a large reactor similar to Karachi's K-2 and K-3 units. Construction of Chashma-5 has now commenced and the project is expected to enter commercial operation around 2030.

Pakistan currently operates six nuclear power plants with a combined installed capacity of 3,530 MW. Although nuclear plants account for only about 9 per cent of the country's installed power generation capacity, they contribute approximately 17 per cent of annual electricity generation due to their high availability and capacity utilisation. Once Chashma-5 becomes operational, total nuclear capacity will rise to about 4,730 MW, still considerably below the long-standing target of 8,800 MW.

Surprisingly, the Integrated Generation Capacity Expansion Plan (IGCEP) 2025-2035 does not include the additional nuclear power projects envisaged under earlier government policy, despite acknowledging the importance of low-cost and reliable baseload generation from hydropower and nuclear energy. In 2014, the government announced plans to construct five additional reactors of about 1,100 MW each to meet future electricity requirements. Several potential sites were subsequently identified, including Muzaffargarh, where a nuclear power station was once proposed near the Taunsa-Panjnad Canal, which was to be constructed first in the series.

Pakistan's status outside the Nuclear Non-Proliferation Treaty (NPT) has restricted its access to international nuclear technology markets and financing mechanisms. Western restrictions on nuclear technology transfers have also constrained the pace of expansion. Nevertheless, cooperation with China under the bilateral nuclear cooperation agreement signed in 1986 has enabled Pakistan to develop a credible civil nuclear power programme. Beginning with Chashma Unit-1, construction of which started in the 1990s, the partnership has resulted in the commissioning of Chashma Units 1 to 4, the ongoing Chashma-5 project, and the two operational 1,100 MW-class Hualong One reactors at Karachi, K-2 and K-3.

Pakistan's growing electricity demand, concerns over energy security and commitment to reducing carbon emissions make a strong case for expanding nuclear power generation. Achieving this objective will require consistent government policy, long-term financing arrangements, international cooperation and strategic planning

Globally, nuclear energy remains one of the largest sources of low-carbon electricity. More than 440 reactors are currently operating in over 30 countries, with dozens more under construction. The International Atomic Energy Agency (IAEA) projects substantial growth in global nuclear capacity by 2050, as countries seek reliable, carbon-free electricity sources to meet climate goals and strengthen energy security. Pakistan's Nuclear Energy Vision 2050 envisages a long-term expansion of nuclear generation capacity to 44,000MW, underscoring the strategic importance attached to this sector.

Nuclear power offers several advantages. It provides dependable round-the-clock electricity, requires relatively small quantities of fuel, emits virtually no greenhouse gases during operation, and enhances national energy security by reducing dependence on imported fossil fuels. Pakistan has maintained a strong safety and security record in operating its nuclear facilities and adheres to the safeguards, standards, and best practices prescribed by the International Atomic Energy Agency (IAEA). The country is also a signatory to the Convention on Nuclear Safety and other international instruments relating to nuclear safety and emergency response.

The economic case for nuclear energy is equally compelling. Once constructed, nuclear power plants generally produce electricity at stable and competitive costs over their long operating lives. Their high capacity factors make them particularly well-suited to supplying baseload electricity to the national grid. While the initial capital investment is substantial, the long-term benefits in terms of energy security, fuel diversification and carbon-free generation can outweigh these costs.

As Pakistan expands renewable energy sources such as solar and wind, nuclear power can play a complementary role by providing the firm generation needed to balance intermittent renewable output. A combination of nuclear, hydropower, solar, and wind resources would enhance grid reliability while supporting the country's climate commitments. Nonetheless, continued investment in research and development, human resource training, advanced reactor technologies and nuclear fuel cycle management will be essential for sustaining this growth.

Public confidence is another critical factor. Transparent communication about safety measures, environmental benefits and regulatory oversight can strengthen public support for the development of future nuclear projects. Maintaining the highest standards of safety and security must remain the cornerstone of Pakistan's nuclear energy programme.

Pakistan's growing electricity demand, concerns over energy security and commitment to reducing carbon emissions make a strong case for expanding nuclear power generation. Achieving this objective will require consistent government policy, long-term financing arrangements, international cooperation and strategic planning. If pursued prudently, nuclear energy can become a major pillar of Pakistan's future energy system, contributing to economic growth, environmental sustainability and a more secure energy future.
